Dear Imran Khan,
I hope you’ll be feeling well. (Few lines Hidden). Unfortunately, neither any government in Pakistan in the past has considered education as a vital means for change in the termite eaten society nor has attached any special significance with it and given it preference to systematize any betterment through it. Usually those who have no knowledge of the true spirit of education are placed in the department or those bureaucrats who lost their authenticity and validity in other departments are placed here. Without education, no state and society has ever shown drastic change and development in it and it lagged behind in the race of progress in almost all walks of life. The sector of education in our country, especially, Khyber Pukhtunkhwa is full of corruption.
I can cite the example of Abdul Wali Khan University Mardan. More than 20 billion rupees are spent in the jurisdiction of Government Postgraduate College Mardan, a temporary campus of Abdul- Wali Khan University Mardan which is to be vacated in a year or so because this college was handed over to the administration of Abdul- Wali Khan University Mardan merely for five year period. Better the University authorities could have spent this big amount of money on the construction of the University in the land purchased for it. But they preferred to spend it in the temporary campuses to earn money as soon as possible. Second, these expenses will give them opportunities to earn more money in the construction for second time.  The double expenses: one in the temporary campus of Govt Postgraduate College Mardan and the second on the construction in the actual campus of the University show the satanic trap of corruption. Second, thousands of employees are hired in the violation of law and standing rules and regulations and violation of the University Act and at least 25 writ petitions have been filed against Abdul-Wali Khan University Mardan in the Peshawar High Court.
 Abdul Wali Khan University Mardan is at the top in corruption because it opened three campuses in Mardan, one in Dir, one in Bunner, one in Swabi, one in Chitral, one in Pabbi, one in Charsadda in primary schools, technical centers and parts of colleges which is not more than a fun. The main objective was not education and research but the appointment of employees, especially from grade 1-16, without giving any advertisement in different dailies, the posts were on sale and the VC earned a lot of money through it.

Secretary Higher Education and Secretary Finance Khyber Pukhtunkhwa allocated finances at least 520 million rupees, in 52 months, from public exchequer to Govt Postgraduate College Mardan through it had been declared as a constituent college of Abdul-Wali Khan University Mardan and was no more a government college of the Higher Education Department Khyber Pukhtunkhwa. This amount of money was allocated in the violation of finance rules.

The selection process of the employees is in the violation of the University Act. Nepotism and favoritism is crystal clear in the selection. Three to Six persons are employed from one and the same family. (Line hidden). Majority of these employees are the workers of ANP & PPP. The University has been changed into the center of ANP & PPP. The provincial Govt of PTI in Khyber Pukhtunkhwa has not yet taken any notice in this regard. Who will take care of it?  It is becoming a test- instalment for your party Govt in KP. The poor & helpless people are simply looking to you (Lines hidden).
Moreover the former Govt of Khyber Pukhtunkhwa threatened education due to favoritism and nepotism. Mostly the junior most and less experienced persons were placed against the senior posts which encouraged party politics in the education sector. In this regard many examples can be cited.
1)      The teachers of Peshawar University belonging to the Friends Group (an off-shoot of ANP in University of Peshawar) were placed as VCs in different Universities.  For example, University of Peshawar,  Bacha Khan University Charsadda,  Abdul-Wali  Khan University Mardan, Kohat University of Science & Technology, Kohat,  University of Swabi, University of Malakand, University of Swat  & University of Haripur.
2)       Raza Shah, a relative of Asfandiar Wali khan is placed as CPO in Higher Education Department.
3)       Himayat-ullah a relative of Asfandiar Wali khan was placed as Chairman BISE Abbottabad, then Chairman BISE Mardan and now working as Chairman Khyber Pukhtunkhwa Textbook Board Peshawar.
4)      A number of junior employees in BPS 19 but favorites of the former provincial Govt were posted against senior posts as Chairmen, the posts of BPS 20, in BISE Peshawar, BISE Mardan, BISE Malakand, BISE Swat, BISE DI Khan, BISE Kohat, BISE Bannu and BISE Abbottabad and these Boards have become centers of corruption.
5)      People having no concern with the field of education were placed in the Secretariat of Higher Education Department.
6)      An Associate Professor of Pak studies in University of Peshawar namely Fazli Rahim Marwat was placed as Chairman Khyber Pukhtunkhwa Textbook Board Peshawar and VC Bacha Khan University of Charsadda at the same time.
     I humbly request you to look into the matter and direct the Provincial Government of your party in Khyber Pukhtunkhwa to order and ensure a thorough inquiry in this regard by extremely sound and judicious persons so that the corruption done in Abdul-Wali Khan University Mardan is found out, eliminated and those who have done it are brought to the book and merit and fair play is ensured which is the dire need of society where a sound and fair Government works. Those believing in fairness, merit, talent and justice will greatly appreciate it and will become the initiation of fair politics, the service of humanity in the true spirit (Line hidden).

PTI government initiating new tourism projects

The PTI government in Khyber Pakhtunkhwa is starting new projects for the promotion of tourism in the province and in this connection a modern ferry service is being started in River Indus and River Kabul. This was told to chairman, Pakistan Tehrik-e-Insaf (PTI), Imran Khan at a meeting in Chief Minister's House. 

The PTI chief was told the provincial government had already purchased a ferry, which has seat capacity of 50 passengers. The service would be operated in D I Khan, Khairbabad (Kund) and Nowshera while similar ferry service on the pattern of developed countries would also start in other rivers of the province. Under the tourism promotion scheme, a special train service would also be operated between Nowshera to Attock Khurd. The meeting was told that the ferry service will also prove helpful in seeing the rare-specie of dolphin in Indus and special tour would also be arranged for this purpose. 

Furthermore, the meeting was told that new tourist spots have been discovered in Naaran, Kaghan, Galiyat, Swat, Dir and Chitral, which would be opened for tourists to lessen pressure on the existing tourist spots in the province. Speaking on the occasion, PTI chief, Imran Khan, stressed taking special measures for the protection of environment and discouraging of trees, forests and constructions in the tourists attractive areas. 

The meeting decided that for taking steps for arresting environmental pollution in the already existing tourist spots and hiring of the services of national and international experts for the development of new tourism spots and their protection from pollution. The provincial government would make efforts for provision of facilities to tourists and instead of the construction of hotels, houses and guest houses near the natural pools and springs would establish tent villages to prevent the pollution of environment. 

The authorities of tourism department told the meeting that with the co-operation of youth they are initiating new schemes for the promotion of tourism. Under which the participants of tours will be provided opportunity to precious species of birds and young volunteers will collect plastic bags, empty bottles and cans from the tourist spots and maintain their natural beauty. Similarly, youth will also participate in cycle rallies, hiking and races and all such activities would be organised in the tourists' spots. 
On this occasion, Chief Minister, Pervez Khattak said that the revival of tourism related activities and promotion will not only stabilise the economy of the province, but also help attracting youth towards healthy activities. For keeping youth of the province busy in social, cultural, educational and extra-curricular activities seven "Youth Centres" have been established at divisional level for highlighting their talents. For these centres advisory councils have also been constituted at divisional level, which will be comprised of youth organisations, officials of youth affairs, elected public representatives and players. 
The PTI chief was further told that sites for the establishment of Youth Centres have been identified at divisional level and funds have also been arranged. The centres will be become functional by September 30, 2013. These centres will organise seminars, workshops and debates and will provide an opportunity for the youth to attend healthy activities. PTI chief said that the volunteers of PTI will also be included in these centres. He said that playgrounds and stadiums would be established in all 69 tehsils of the province and the conditions of the already existing stadiums would be improved. 

Sky Train project KPK

PESHAWAR: With growing traffic congestion irking all time high to the citizenz of Peshawar, PTI’s Khyber Pakhtunkhwa government decides a landmark project for Peshawariites.
The provincial government has planned to run ‘Sky Train from Chamkani to Hayatabad area of the city.
According to officials, the project would require, however, massive funding and would provide relief to locals regarding traffic flow.
“The World Bank has shown interest in starting the Sky Train project in the provincial capital of the province,” they further said.
Senior Minister Sirajul Haq has confirmed that the provincial government is planning the launching of sky train for which the WB has shown interest.

Robot Surgery machines to be installed in Peshawar hospitals

Smeda preparing five-year plan of KP's three potential sectors


Provincial chief, Small and Medium Enterprise Development Authority (Smeda), Javed Iqbal Khattak, is working on the preparation of five-year development plan for three potential sectors of mineral, horticulture and tourism of the province. Talking to Business Recorder, he said that the development plan is being prepared in consultations with the stakeholders and would be shared with the provincial government. 

He said that in mineral sector, the authority is focusing on four different minerals including marble, chromites, gypsum and coal. On the other hand, he said the authority is also increasing focus on educated youth, particularly the graduate of vocational institutions to refine their ideas and take them towards commercialisation and convert it into a proper form of business.

KP govt planning DCTI, special force for countering terrorism

PESHAWAR - In a bid to maintain law and order and combat the growing trends of violence, terrorism and militancy, the Khyber Pakhtunkhwa Police are working on setting up a Directorate of Counter Terrorism and Intelligence (DCTI) as well as a special force for carrying out prompt action wherever needed, be it the settled areas or the Tribal Areas. Talking to Pakistan Today, Khyber Pakhtunkhwa Inspector General of Police Ihsan Ghani said intelligence forces played a key role in combating criminal and terrorist elements. “But unfortunately in the last several years, intelligence gathering bodies have been neglected, thus causing hardships in combating crime,” Ghani said. He recalled that the British rulers, while introducing the policing system, had also set up intelligence wings at the police station level, which was also part of the district security branch. Ghani said against the 2,000 police officials, the number of intelligence agencies’ personnel was very limited. “On such grounds, Chief Minister Pervaiz Khattak agreed to strengthen the intelligence force, which will help the government in combating not only militancy and terrorism but also counter day-to-day crime.” To a question, the IGP said the new intelligence body, DCTI, was being established after restructuring the existing bodies such as the special branch and Directorate of Counter Terrorism. “The district security branch will be merged in the new body while some of the special branch police functions and responsibilities could also be transferred to it.” This new DCTI will be directly answerable to the IGP. Similarly, the Khyber Pakhtunkhwa Police IGP said they were focusing on revival of the existing resources within different wings of the police force. “In this respect, efforts are underway for revival of the Criminal Investigation Department (CID). This process will be soon completed,” he said, adding that the Khyber Pakhtunkhwa Police were aware of their responsibilities at this crucial stage. Referring to the problems on the boundaries between settled districts of the province and the Tribal Areas, Ghani said “basically it was the responsibility of the Frontier Constabulary but unfortunately over the years, its contingents have been assigned other tasks such as guarding embassies, government complexes and offices throughout the country”, adding, however that now efforts were being made for the return of the FC contingents, which might be helpful in bringing the border regions under control. Govt takes control of polio mobilization staff in KPK


PESHAWAR, July 22: The provincial government has taken control of the UNICEF-sponsored polio mobilization staff to streamline advocacy programme and create demand for vaccination against polio, according to sources.
Previously the mobilization staffers worked with polio programme of health department but they were managed by UNICEF which had employed them.
“The government has started issuing identity cards to social mobilization officers, who worked under UNICEF until now. They would be treated like regular employees of the health department. The health department will be able to take action against them,” officials said.
A report recently sent by UNICEF to donor agencies says that issuing of cards will boost up security of Com Net staff besides inculcating in them a sense of the programme’s ownership. It says that the staff will come under government and it will have no link with UNICEF.
Sources said that the staff had also been facing security problems in Fata.
UNICEF, which is supporting polio campaign under an agreement with Pakistan and CHIP Training and Consulting, created Communication Network (Com Net) to create demand for oral polio vaccine (OPV) in high risk districts of the country two years ago.
The recruitment of the staffers, who get lucrative salaries, cars with drivers, fuel charges, cellular phones and laptop, had drawn criticism from the district administration and health department. The staff was placed under the provincial and Fata health departments to utilize its services.Prior to the new arrangement, the staff worked under the UNICEF with health department to scale up awareness about vaccination in the province but the latter often complained about its utility due to which it was placed on its disposal.
Khyber Pakhtunkhwa and Fata had taken 200 and 165 communication officers respectively to utilise their services. “Their performance was not up to the mark. The provincial and Fata health authorities objected to their appointments because they wanted roles in the recruitment process,” sources said.
The district health officers (DHOs) were not satisfied with their work because they hadn’t any control over them, sources said. “The number of refusals had soared. The Com Net staff stayed away from duty places due to security reasons. They will now be working with government employees and will face disciplinary action, like other employees, if they fail to work,” officials said.
They would get salaries from UNICEF but would work under the government, they said. “We have cut down refusals which had gone from 22,000 in 2012 to 35,000 in 2013 due to lack of mobilization activities,” they added.
Officials said that the move was aimed at managing mobilization activities more effectively. “Our staff worked in high-risk union councils of Peshawar, Charsadda, Mardan, Nowshera and Lakki Marwat. Besides the existing number, 100 are being appointed to deploy them where needed,” a relevant official said.
Fata has recorded 12 polio cases, followed by Khyber Pakhtunkhwa with five cases of the total 21 countrywide in 2013. Due to existence of virus, the World Health Organisations had been calling for effective immunisation to cover all children.
Dr Jan Baz Afridi, head of provincial immunisation programme, told Dawn that the decision had been made on the demand of the health department.
The Com Net staff would now work in provincial communication technical committee recently formed to apply brakes on refusals against polio vaccine, he said. “We will be employing localized strategies to improve immunisation and prevent childhood diseases,” he said.
He said that it would improve coordination and they would be able to run immunisation campaigns efficiently. “We are in polio eradication phase and we need to have good quality campaigns because vaccination of all children till five years is the only solution to achieve polio-free status,” Dr Afridi said.

An SMS would be enough to set the government machinery in motion to reach out to the women in distress. The service would start soon and the cellular phone numbers of central police office would be publicised for womenfolk to file a complaint or inform police about any high-handedness.

Development | Lowari Tunnel project receives Rs3 billion

PESHAWAR: 
The Khyber-Pakhtunkhwa (K-P) government has allocated Rs3 billion from the public sector development programme (PDSP) to complete the Lowari Tunnel in Chitral, stated a notification issued by the CM Secretariat on Monday.
Work on the tunnel began in 2006 in order to facilitate the people of Chitral to travel to the rest of the country. However, it is yet to be completed due to insufficient funds allocated by the federal government.
When construction began in 2006, the 8.5-kilometre long railway tunnel was to be built at an estimated cost of Rs8 billion. Digging for the tunnel was completed by 2009, but its design was later revised from rail to road tunnel, resulting in further delays and escalating costs. The revised cost was then estimated to be Rs18 billion.

Safety First | KPK govt bans CNG-fitted cars for movement of VVIPs

Sport complex to promote healthy activities in kpk

In order to keep the youth engaged in healthy activities and away from criminal ones, the government plans to construct a sports complex for tribesmen in Khyber Agency.
According to an official at the FATA Sports Directorate, the Federally Administered Tribal Areas (Fata) Sports Stadium will be constructed over 500 kanals of land in Shah Kas, Jamrud tehsil.

KPK is ready to implement Electronic Voting System for Local Bodies Election




The Chairman of PTI Imran said the local bodies election in KPK will be held through electronic voting system. While talking to media at his residence Imran said that we will arrange local body election in KPK within 3 months.
Imran said after 18 revisions all provinces are independent. It is responsibility of provinces that they work for progress and prosperity of provinces. Hydro Power Sector in KPK




A total of 24 projects with a total generation capacity of 2004 MW will be completed. The present cost of the projects is estimated at Rs 334.497 billion and the projects have been included in the annual development program (ADP) for financial year 2012-13 


The provincial government of Khyber Pakhtunkhwa is far ahead than three other provinces in making remarkable achievements in hydro-power sector to overcome the prevailing energy crisis, as per the report on the performance of the Energy and Power Department of the province.
For the better utilization of resources of hydro-power, oil and gas sectors, the Khyber Pakhtunkhwa government in October 2008 established a separate Energy and Power Department. The mandate of the department is looking after of hydel, oil and gas sectors and renewable energy and working along with the Ministry Water & Power and Ministry of Petroleum & Natural Resources.
Khyber Pakhtunkhwa, which had more than 70 percent hydro potential after getting control under 18th Constitutional Amendment, initiated vigorous efforts to open new revenue sources from its own resources. Under the amendment the levy of federal excise duty (FED) will further increase the revenue.
The provinces can now raise foreign loans to develop its precious resources for its economic growth. In addition to hydro resources, the new resource of hydrocarbon is under exploration, and production and equal control on such resources were necessary.
Taking advantage of the rights guaranteed under 18th Constitutional Amendment, the provincial government of Khyber Pakhtunkhwa took lead in not only making comprehensive plans for the utilization of its hydro-power potential to generate cheap electricity, but also practically launched it.
Khyber Pakhtunkhwa has become first province in the country, which has developed a clear vision and designed 10-Year Hydel Development Action Plan 2010-21 for the utilization of its untapped hydro-power potential. Under the plan a total of 24 projects with a total generation capacity of 2004 MW will be completed. The present cost of the projects is estimated at Rs 334.497 billion and the projects have been included in the annual development programme (ADP) for financial year 2012-13. Work on all projects has been started and are in different phases of planning.
The Action Plan is comprised of short, medium and long-term planning. Under the short-term three projects with capacity of 56.20 MW at the cost of Rs 12.433 billion will be completed in period of three years. The three-projects to be initiated under short-term plan are expected to generate revenue of Rs 2 billion per annum for the province. Similarly, 8 projects with capacity of 625.80 MW will be completed in five years at the cost of Rs 99.968 billion while under long-term 13 projects of 1322 MW will be completed in a period of 10 years at the cost of Rs 222.096 billion. The implementation of the Action Plan besides, help arresting the prevailing energy crisis will not only provide cheap electricity, but will generate huge revenue of Rs.74 billion per annum for the province on permanent basis.
The projects identified under the plan are Daral Khwar HPP (36MW), Ranolia HPP (17MW), Machai (2.6MW) are situated in districts Swat, Kohistan and Mardan respectively. The present provincial government ha already launched work on 36 MW Daral Khwar HPP, 84MW Matilitan Swat and 69MW Lawi Chitral.
The government of Khyber Pakhtunkhwa has also decided to chip in 24 percent of equity in two projects to be built-in on public-private-partnership (PPP) basis (Government of Khyber Pakhtunkhwa, Wapda and private sector i.e. Lower Palas, Kohistan 665MW and Lower Spat Gah Kohistan 496MW.

PESHAWAR  - In order to establish mobile courts in Khyber Pakhtunkhwa, Pakistan Tehreek-e-Insaf-led provincial government will hold a meeting with the administration of Peshawar High Court (PHC) in near future to discuss the matter properly.
The PTI has always voiced for speedy justice. And that's why it supported strengthening the local government system in the country. "We want to provide justice through local governments system, and setting up mobile courts is not in the PTI's agenda" said Israr Ullah Gandapur, Provincial Law and Parliamentary Affairs, while talking to The Nation on Sunday. 
He, however, said that their government would soon meet Peshawar High Court (PHC) Chief Justice Dost Mohammad Khan to discuss the matter of mobile courts. Finance Minister Sirajul Haq had said in his budget speech that
